TRS' goal is to provide stable, secure and superior health care benefits to Texas educators. Over time, the plans evolve due to funding, legislation, and needs we identify by monitoring claims data and the health care market. 

The TRS health plans are YOUR plans – we want you to know as much about them as you wantTRS recently published the 2023 Health Benefits Report that anyone can view. 

This report gives an in-depth look at the TRS health plans' performance, financials, and plan structures. It gives you the biggest and smallest pictures of how TRS manages and provides your health plans. ​

2023 Highlights For All TRS Health Plans

  • 1 in 46 Texans were enrolled in a TRS health plan  
  • Saved TRS health plans $21.5B through careful management   
  • Paid $15M in claims per day  
  • Every $1 in health care spending generated $3.56 in economic activity 
  • 97% of funds went directly to medical and prescription drug claims

2023 Highlights For TRS-ActiveCare

  • Kept costs an average of 14% less than comparable plans that districts outside of TRS-ActiveCare can shop for 
  • 99% of employers chose TRS-ActiveCare as their health plan, despite the option to leave 
  • In fiscal year 2023, TRS-ActiveCare had no increase in premiums
  • 10 new districts joining TRS-ActiveCare in 2024 

2023 Highlights For TRS-Care

  • ​TRS-Care premiums stayed the same for the seventh plan year in a row
  • 218K participants with 21 engagement touchpoints per participant
  • Mailed plan materials to 233K TRS members
  • Hosted 21 in-person health fairs across the state with over 3K attendees, three times more attendees than in 2022
