Governor Greg Abbott issued a disaster declaration due to the effects of the July 2025 flooding in the Texas Hill Country and central Texas. These floods may impact TRS health participants’ ability to access health care.
TRS’ priority is to ensure access to health care with no disruption for all TRS health plan participants in the impacted areas, including in-network care anywhere, early refills, and enhanced customer service.
TRS is offering temporary expanded benefits to TRS-ActiveCare and TRS-Care participants in the following counties until Aug. 7, 2025: Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Gillespie, Guadalupe, Kendall, Kerr, Kimble, Llano, Mason, McCulloch, Menard, Reeves, San Saba, Tom Green, Travis, and Williamson.
Temporary Expanded Benefits through Aug. 7, 2025
- Expanded Medical Benefits: Participants displaced from their homes or whose in-network health care provider or medical facility is inaccessible can access care anywhere, as needed, even if the facility or provider is out-of-network. TRS health carriers will cover such benefits at the in-network benefit level through Aug. 7, 2025, for all plans, regardless of whether the plan normally covers out-of-network care.
- Temporary cost share waiver for mental health copays and deductibles: If virtual care is an option, Teladoc will provide mental health services at no cost to participants.
- Expanded Prescription Benefits: TRS authorized up to a 90-day prescription supply regardless of when the participant most recently filled their prescription. Participants who need help with early prescription refills may work with their pharmacy or call Express Scripts (see phone numbers below). TRS may consider expanded Prior Authorization benefits on certain prescriptions. TRS will review requests from participants who need more expanded benefits on a case-by-case basis.
