The Retirees Advisory Committee (RAC) is an advisory committee for the TRS-Care program. This committee includes seven members appointed by the TRS Board of Trustees. These members serve staggered terms of four years.
The RAC meets twice a year for public meetings to discuss:
- group health coverage
- changes and recommendations to plan features
- recommendations to legislation that affects TRS-Care
Meet RAC Members
The committee includes members who worked in Texas public education. They held active and retired school administrator and teacher positions. RAC members hear concerns and input from their communities and provide that information to TRS. Their input is vital in making TRS-Care the care you can count on. The Committee includes one active school administrator, one retired school administrator, two active teachers and three retired teachers.

Evaluation Criteria
The TRS Board of Trustees appoints nominees based on:
- length of experience as a TRS member and/or retiree,
- participation in education-related volunteer programs,
- professional activities and experience serving on board committees and with decision-making organizations, especially related to health care or other benefits,
- credentials, awards or other meritorious recognition,
- participation in TRS-Care (for retired nominees),
- geographic diversity, and
- experience in health care benefits or related field
Anyone required to register as a lobbyist under Chapter 305 of Texas Government Code is ineligible for appointment.

Meeting Materials
The RAC meetings are held at the Teacher Retirement System Headquarters, unless otherwise noted. These meetings comply with the Open Meetings Act. That is, the meetings require a quorum, are open to the public, and allow public comment.
