Nancy Byler

Experience: 31 years

Nancy Byer isa retired elementary school teacher of 31 years. 

Ms. Byler is passionate about community involvement and being a voice for retired educators in Texas. She is involved in a variety of organizations, serving as the President of Ridgewood Gardens Community Association, the Texas Retired Teachers Association (TRTA) State Legislative Chair, and the Texas Silver Haired Legislature Education Chair.

Mary Ann Whiteker

Retired Teacher (term expires 1/31/28)​
Experience: 44 years

Mary Ann Whiteker is a retired Texas public school administrator of 44 years. She began as an elementary school teacher in Corrigan, TX and rounded out her extensive career as Superintendent of Schools for Hudson ISD in Lufkin, TX. Her personal accomplishments are vast, including opening Beth and Horace Stubblefield Learning Center, a county-wide, non-traditional educational facility targeting students at risk of dropping out of school; receiving the Golden Anvil Award for Community Service from Pineywoods Foundation; serving as Elected Chairperson for the Public Committee on Public Education Information (PCPEI) and more. 

She testified before Texas Legislative Select Committees and during Legislative Hearings and was appointed by the Texas Governor to serve on the Interim Committee for School Finance. She was Region 7 Superintendent of the Year, TASB Texas State Superintendent of the Year, and AASA National Texas State Superintendent of the Year. She authored multiple publications, including pieces in School Leadership Review; Insight—Texas Association of School Administrators Professional Journal; Texas School Business; as well as monthly articles in the Lufkin Daily News. Ms. Whiteker retired in 2017.

Sherry Miller

Active Teacher
Experience: 37 years

Sherry Miller is an active teacher with the Killeen Independent School District. She served as a District Director, Executive Board member, President-Elect and State President of the Texas Classroom Teachers Association (TCTA). Sherry served on two Texas Education Agency advisory committees and is a member of the Alpha Delta Kappa educator sorority, the Texas Music Educators Association, and the Texas Choral Directors Association. 

Sherry is a veteran teacher with 37 years of experience.

Anita Kay Young

Active Teacher (2026)
Experience: 36 years

Anita Kay Young is an established educator and 36-year participant in TRS. As an educator at Mesquite Academy, Ms. Young was honored to be named Teacher of the Year for the 2019-2020 year. 

Beyond her teaching responsibilities, Ms. Young is passionate about professional development and leadership opportunities in the educational sector, with President of the Mesquite Education Association and the Association of Texas Professional Educators State Delegate being some of her positions.

Tonya Davis

Retired School Administrator (term expires 1/31/28)
Experience: 26 years

Tonya Davis is a retired school business administrator of 26 years. She held the position of Director of Payroll and Employee Benefits with Round Rock ISD. As a payroll professional, Ms. Davis was passionate about sharing her knowledge of payroll and employee benefits and served as committee chair for the payroll committee and as a mentor with Texas Association of School Business Officials for several years. 

After retirement, she took a position with the Texas Association of School Business Officials and currently serves as the Director of Certification assisting school business officials in their certification in school business. 

She is involved with several organizations in her local community and participates in annual relay for life events and a current member of the American Payroll Association where she holds a Certified Payroll Professional designation. ​​

Pete Pape

Active School Administrator (2026)
Experience: 23 years

Pete has over 23 years of experience as a CFO, interim superintendent, and school board member, with a proven track record in district leadership across both small and large school systems spanning East to West Texas. In addition, he has healthcare experience, serving as a financial analyst at Shannon Health Systems in San Angelo, TX. 

He currently serves as the CFO for Leander ISD and has held numerous professional memberships including President and Board Member at Goose Creek CISD, Chairman for the Board of Directors at Harris County Appraisal District, President at Texas Schools for Economic Development and President for Texas Educational Employers Benefit Cooperative.

Dr. Mary Widmier

Retired Teacher (2026)

Dr. Widmier served as an educator in the ESC Region IV and Humble ISD prior to her retirement in 2007. She continues to advocate for educators across the state through her involvement in various leadership roles with Delta Kappa Gamma Society International and the Texas Retired Teachers Association. 

Most recently she gave personal testimony for the Congressional Record during the U.S. House Ways and Means Committee in their hearing on Social Security issues.
