2025 TRS-ActiveCare Highlights ​

  • Kept TRS-ActiveCare Primary plan costs an average of 14% less than comparable plans
  • Total cost growth is 48% less than the cost growth of other large employer health plans
  • FY 2025 TRS‑ActiveCare costs came in 13% below expectations and remained lower than comparable plans across all regions
  • Twenty-five districts joining TRS-ActiveCare in 2026
  • Removed referral requirements for physical therapy and expanded access to no-cost musculoskeletal care

2025 TRS-Care Highlights​

  • TRS-Care Medicare Advantage premiums were reduced up to 45% in 2025 — and are staying flat for 2026
  • TRS-Care Standard maintained the same competitive premiums for nine years in a row
  • TRS offered retiree dental and vision coverage for the first time, with 124,000 total plan selections in the first year
  • Rolled out Member Rewards for TRS-Care Standard, helping retirees earn cash back on medical services
  • Covered more than 85% of participants’ total medical expenses.
